Why do oil companies continue to make windfall profits while I have to pay $3.10 for a gallon of gas?

I've been struggling with this one for a very long time.  Quarter after quarter, ExxonMobil and Shell both continue to report windfall profits, yet we're all paying $3.00 or more for gas.  This seems completely absurd -- maybe our President will get this in his RSS aggregator and feel compelled to take action.  Then again, maybe not :)
